ANNEX 3 - Conditions attached after a hearing by the licensing authority
(1) A personal licence holder shall be present in the premises from 17:00 until 23:00 every day (22:30 on Sunday, Christmas Day and Good Friday) and must personally authorise each sale of alcohol.
(2) All staff working in the premises shall receive training from the Designated Premises Supervisor (DPS) in relation to their legal responsibilities under the Licensing Act 2003, and a record of this shall be kept and made available for inspection by the Responsible Authorities on request.
(3) Refresher training shall be undertaken by staff every 3 months and must be recorded in the said training records.
(4) Refusals and incident registers shall be maintained at the premises and made available for inspection by Responsible Authorities upon request.
(5) The “Challenge 21” scheme shall be adopted at all times when the premises is open for the sale of alcohol. Any person who looks under the age of 21 is to be challenged to prove that they are over 18 and requested to provide identification in the form of a photo driving licence, 10-year passport or the Government approved PASS card.
(6) Management and staff will use their best endeavours to prevent persons loitering outside the premises.
(7) The licensed area of the premises shall be equipped with a Closed Circuit Television system (CCTV) to the reasonable satisfaction of Lancashire Constabulary, and must comply with (inter alia) the following requirements:-
CCTV shall be provided in the form of a recordable system, capable of providing pictures of evidential quality in all lighting conditions, particularly facial recognition;
Cameras shall encompass all ingress and egress to and from the premises and all areas where the sale and stock of alcohol takes place;
The CCTV equipment shall be a colour system and maintained in good working order correctly time and date stamped;
Recordings shall be kept in date order, numbered consequentially and kept for a period of 31 days and handed to the Police or other Authorised Officer on request;
The recording equipment and tapes shall be kept in a secure environment under the control of the DPS or other nominated responsible individual; and
Appropriate signage representative of the above shall be displayed in conspicuous positions.
