ANNEX 2 - Conditions consistent with the Operating Schedule
A person under the age of 18 years will only visit the venue with a responsible adult usually for the purpose of dining unless there is an event especially organised for the youth market. Unaccompanied persons under the age of 18 will not be allowed in the venue except at events organised for the youth market. A person under 18 years will not be allowed to use any AWP machines.
A person between the age of 16 to 18 may visit the premises between the hours of 10.00am and 10.00pm 7 days a week unaccompanied by an adult. A person under the age of 18 will be allowed to visit and enter the Pure Players Lounge part of the premises only, but will not be permitted to use the AWP machines or consume alcohol. The premises will ensure procedures and personnel are in place to safeguard and ensure these policies are adhered to.
The venue will actively participate in the local Pubwatch or equivalent scheme text/radio pagers will be used for the additional hours of trading and will be monitored by a responsible member of staff.
Toughened glass will continue to be used during additional hours of trading.
Anyone who appears to be intoxicated or who is behaving disorderly will not be allowed entry into the venue. Any person within the venue who appears to be intoxicated or who is behaving disorderly will be given care and consideration when leaving the venue.
The maximum number of persons permitted on the Ground Floor of the premises shall be 480.
The maximum number of persons permitted in the Basement of the premises shall be 600.
Free drinking water will be available at all times. A person trained in First Aid will be present at the venue and will have received training in any problems associated with alcohol and drug misuse.
The current level of lighting outside the premises will continue for the additional hours of trading. The CCTV system will operate during additional hours of opening and will be maintained working at all times. Notices stating that CCTV is in operation 24 hours a day will be displayed throughout the venue.
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours are as stated in Part A and include;
On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or if there are no permitted hours on the following day, midnight on 31st December).
The Permitted Hours restrictions do not prohibit:
(a) removed
(b) removed
(c) removed
(d) consumption of the alcohol on the premises or the taking of sale or supply of alcohol to any person residing in the licensed premises;
(e) the ordering of alcohol to be consumed off the premises, or the dispatch by the vendor of the alcohol so ordered;
(f) the sale of alcohol to a trader or club for the purposes of the trade or club;
(g) the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorized mess of members of Her Majesty’s naval, military or air forces;
(h) the taking of alcohol from the premises by a person residing there; or
(i) the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
(j) the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of liquor so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
If a DJ is used on any night he/she shall ask customers to leave quietly.
The venue shall only accept photographic driving licences, passports or in agreement with the police, a form of identification with the PASS hologram.
Additional Conditions to apply to Basement of premises only:
2 Door supervisors registered with the SIA will be on duty for the first 100 customers and thereafter one for every 100 or part thereof from 23.00 to close of premises every Friday and Saturday, Christmas Eve, Christmas Day, New Year’s Eve, New Year’s Day and on Sunday's prior to Bank Holiday Mondays.
The designated premises supervisor will maintain a daily record comprising of the following: - Start and finish time of each door supervisor. The door supervisor will record their SIA badge number will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and shall be produced on request to the Police of other authorised person.
Door supervisors registered with SIA shall be equipped with an appropriate method of keeping an accurate record of the capacity levels.
A CCTV system which complies with Lancashire Constabulary's minimum standards (below) shall be installed and maintained.
The licensed area of the premises shall be equipped with a Tamper Proof, Closed Circuit Tele-Vision system (CCTV), which should comply with the following criteria:
It will record to a Digital Video Recorder (DVR), with an evidential burn to Compact
Disc (CD) or Digital Versatile Disc (DVD) with software facility.
The CCTV Digital Video Recorder (DVR) will always be connected to a colour
monitor that will be maintained in good working order in order to facilitate the
viewing of any CCTV recording at the premises by the Police or any member of
staff from the local authority.
Staff members will be trained in how to download the images from the hard drive
to disc.
The full CCTV operating system will be maintained in proper working order. Any
faults will be rectified without delay.
It will be a colour system and will display on any recording the time and date of
the recording.
The system will be operated during all hours the premises are open to the public.
Recordings will be held for 14 days; thereafter the DVR can be allowed to overwrite
if desired.
Cameras shall be sufficient in number to view any area for licensable activity and
any exit/entry and the area immediately outside the main entrance.
CCTV cameras will be robust and conspicuous in presence.
Clear signage shall be deployed to indicate CCTV use both prior to entry and whilst within premises to be used as a deterrent.
A challenge 21 policy will be in place at all times in order to attempt to refuse any underage customers. No customers under the age of 18 will be admitted to the venue at any time alcohol is being served.
