ANNEX 2 - Conditions consistent with the Operating Schedule
Between Thursday and Sunday, Christmas Eve and New Years Eve a minimum of 2 members of door staff who are registered with the SIA shall be on duty from 22.00 until the terminal hour for the first 100 customers and thereafter 1 for every 100 customers or part thereof.
Door supervisors shall be equipped with an appropriate method of keeping an accurate record of the capacity levels.
Door supervisors shall be positioned at each entrance/exit (other than fire only exits) to ensure that no customer leaves with any bottles or glasses.
Door supervisors shall monitor the queue to the premise as necessary in order to ensure that customers who are drunk or who have acted in a disorderly manner, or have behaved in such a way as to cause a public nuisance or disturbance, are prevented from entering the premises.
The designated premises supervisor or a nominated person shall maintain a daily record comprising of the following;
Start time and finish time of each door supervisor, The door supervisor shall record their SIA badge number and shall sign and print their name in a legible form at the beginning and end of each tour of duty.
The record shall be in a bound book and kept securely on the premises for at least 6 months and shall be produced on request to the Police or other authorised person.
The licensed area of the premises shall be equipped with a CCTV system which shall comply with the following criteria;
The system shall be maintained in proper working order. Any faults shall be rectified without delay.
The system shall display on any recording the time and date of the recording.
The system shall be operated during all normal permitted hours, any authorised extension to those hours and for one hour after the last permissible 'drinking up' period.
Recordings shall be held for one calendar month after the recording and should be made available to the Police for inspection on request.
The designated premises supervisor or a personal licence holder shall be on the premises between 20.00 and 03.00 Thursday to Sunday.
Any person who looks or appears to be under the age of 21 years shall be asked to provide identification that they are over the age of 18 years. The following are the only forms of identification acceptable;
UK photo driving licence, passport, PASS card, HM forces ID card.
Any person unable to prove their age as above shall be refused entry without exception.
Proof of age checks shall take place inside the premises by staff whenever they have doubt about a person’s age.
Notices publicising the Challenge 21 initiative shall be clearly displayed at the entrance to the premises and behind the bar at all times.
All exit doors shall be regularly checked to ensure that they function satisfactorily
The emergency lighting shall have sufficient battery capacity to allow adequate evacuation of the premises.
The premises shall have a satisfactory NICEIC or ECA periodic electrical installation report.
Checks on portable fire fighting equipment shall be carried out annually.
The maximum number of persons permitted on the premises shall be 250.
All external windows and doors shall be kept closed when any amplified or unamplified music or voices are being played within the premises.
There shall be placed at all exits from the premises, in a place where they can be seen and easily read by the public, notices requiring customers to leave the premises quickly and quietly.
No external speakers shall be used outside the building, including any beer gardens or outside drinking area's after 23.00.
