ANNEX 2 - Conditions consistent with the Operating Schedule
A personal licence holder shall be on the premises at all times during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in case of an emergency.
A minimum of 2 members of door registered staff with the SIA will be on duty from 10pm for the first 100 customers and thereafter one for every 100 or part thereof at peak periods and at other times as reasonably requested by the Police.
Door supervisoers registered with the SIA shall be equipped with an appropriate method of keeping an accurate record of the capacity levels.
Door supervisors will monitor the queue to the premises as necessary to ensure that customers who are drunk or who have acted in a disorderly manner, or have behaved in such a way as to cause a public nuisance or disturbance, are prevented from entering the premises.
The maximum number of persons (including staff and performers) allowed to be on the premises at any time shall be 1400.
The premises licence holder and/or the designated premises supervisor or a person nominated by them shall be a member of and regularly attend meetings of any Pubwatch scheme for the area where the premises are located.
An appropriate method of communication, as determined by the Police, will be used at the premises. (This method of communication may change in the future as technology advances.) This at present refers to registration of the community/network radio scheme. The equipment must be kept in working order at all times. When the premises are open to the public the radio/equipment must be switched on and monitored at all times by the DPS or a responsible member of staff. All instances of crime and disorder must be reported via the radio and Police instructions must be complied with.
Only glasses, which are made of toughened/safety glass will be used whether alcohol is being consumed on the premises or in any area outside the premises, which trades as part of the premises.
A CCTV system, which complies with the minimum requirements expected of the Lancashire Constabulary will be installed and shall record during all hours that a licensable activity is taking place on the premises.
Should under 18's events/discos be held at the premises. The police will be given one month's notice and the event will not go ahead without full police approval.
Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over 18. The following are the only forms of ID acceptable:
-UK photo driving licence
-Passport
-PASS card (proof of age standards scheme)
Any person unable to prove their age as above must be refused entry without exception.
Metal detection wands to be utilised and any person entering the premises is to be subjected to a search by door staff and their image captured on the CCTV system.
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours are as stated in Part A and include;
On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or if there are no permitted hours on the following day, midnight on 31st December).
