ANNEX 3. Conditions attached after a hearing by the licensing authority
1. The premises licence holder shall notify the Licensing Authority and all responsible authorities of each event/proposal being held at Burnley College Campus 56 days prior to the event taking place.
2. An event management plan containing the detail appropriate to each event held at Burnley College Campus will be produced and implemented in consultation with responsible authorities. Depending on the scale and type of event, it may be necessary to hold multi agency or safety advisory group meetings. The event management plan and associated documentation e.g. risk assessments will be submitted for consultation 56 days prior to the event taking place. All areas listed below will be incorporated and detailed in the event management plan. The event management plan will include names, addresses and telephone numbers of persons/organisations responsible for:
Noise Prevention and mitigation
Overall event safety control
Medical and First aid provision
Child protection policy
Provision/policy for lost children
Site management and the structural integrity of all temporary structures
Crowd management, stewarding and parking
Management of car parking
Management of concessions and franchises
Management of welfare and provision of information
Traffic Management plan
Sanitary Accommodation provision/arrangements
Gas safety
Electrical safety
3. Plans detailing exits, entrances, vehicular routes, event arenas and ancillary areas (e.g. car parking) and all facilities will be provided. The design of the site layout may change within the licensed areas but precise and specific plans will be contained within the event management plan for each specific event.
4. With regards to noise mitigation, a plan showing stage layout and location and speaker array systems will be submitted to Environmental Health for approval within the event management plan.
5. The premises licence holder will appoint a nominated event organiser to be in overall charge of the event and he/she shall be available on the licensed site throughout the event.
6. Authorised officers of the licensing authority and the responsible authorities for the purposes of the Licensing Act 2003, who are in the course of their duties, will be given access to all parts of the licensed site, for the purpose of monitoring and enforcing the observance of any conditions imposed and other relevant legislation. Officers will carry out monitoring at nearest noise sensitive premises to prevent noise nuisance. If levels are witnessed that are excessive then these should be reported and the event organiser will keep a log of these events and will be responsible for taking remedial action to prevent their reoccurrence.
7. The premises licence holder will make adequate provisions for monitoring and controlling the number of persons entering the licensed site and any temporary structures within it. The premises licence holder shall make all necessary arrangements to prevent unauthorised access to the licensed site.
8. The lost child point shall be clearly advertised as a collection point for lost children
9. The premises licence holder shall ensure that all events and activities held at the site will follow the guidance issued in HSG195 the Event Safety Guide and any other relevant legislation and guidance.
10. No authorized exhibition, demonstration or display of fire, laser equipment, fireworks, heated fogs, cryogenic fogs, mechanical fogs, strobe lights, pyrotechnics or other special effects shall be given in the licensed site without the prior consent of the local authority. Risk assessments covering pyrotechnics and other special effects shall be made available to all relevant responsible authorities prior to the event
11. The premises licence holder shall ensure that any LPG brought onto site by traders or other catering operations is handled and stored in accordance with current regulations and codes of practice.
12. With regards to food Safety, the premises License holder shall ensure that only premises that are already registered under The Food Safety and Hygiene (England) Regulations 2013 shall be allowed to provide food at the event. The premises licence holder shall ensure details of all catering establishments who are to attend the event are submitted on to the Environmental Health, Food Safety Team on the Council’s Event Catering Forms no less than28days before the event
13. The premises licence holder shall use all reasonable efforts to ensure that any side show, ride or other attraction being provided in relation to the event is safe. Details of such attractions shall be provided to the licensing authority no less than 28 days prior to the event and shall contain the operators risk assessments, method statements, engineer’s inspection reports and insurance details. The location of such attractions shall be identified on the site plan.
14. The premises Licence holder shall ensure that adequate provision for sanitary accommodation and hand washing facilities is made for the number of people expected to attend the event, and that consideration is given to access, construction, type of temporary facilities, lighting and signage.
